My name is Jamal ( 24 years old), ive got 3rd enginer certificate of competency from abroad and got 3rd engineering CEC from uk, and 2 years experience as a 4th engineer,this is a 5 months that im searching for componies to join as a officer in uk but i dont know how... im so desparate...does anyone knows how can i find the company to join ?

Hi Jamal, Welcome to the forum.

My best advice to you would be to contact UK companies directly and offer yourself for employment. Can't suggest anything else, you could start off by applying to the UK offices for large companies like shell, BP etc.
