Is it true, that seafarers of any qualification, from any country, can not work on any US flagged ships, because of some labor union, which forbids internationals from entering the US maritime labor market ?

US flagged ships are closed shops to non US personnel (sea staff)
The unions bid for each ship on the flag and will then man them through their Union Hall system, very odd, very hard work, drove me mental when I did a spot of Vessel ManagingTrust me I'm a Chief.

Yes I work for the big blue canoe company.
No I do not report things from here to them as they are quite able to come and read this stuff for themselves.
