Inspection of forward bow plating and supporting frame work is pretty important when in the fore-peak. Heavy weather can (and does) cause cracking/bending/tripping in fore-peak if the ship is pushed too hard, or the weather is seriously extreme. I don't know who inspects the tank on all ships, but in my experience it is the chief mate, who will refer it to the second or chief engineer. Then they will photo it, pass it on to superintendent and depending on level of damage will make a decision with class for the repair.

Possible to just weld up the section, or if a section needs to be cropped and replaced. Or if the frame is only bent/tripped, it might be fine just to continue with it inspected on a more regular interval.
