PDF Copies of usefull books

I was wondering if anyone could help me out.

Is there a good place to get free (legal) copies of books such as the Mariners Handbook, SOLAS, COSWP etc?

I've had a look online but I think I can only find older copies of the books.

PDF version of Coswp is available online from MCA - google it.
