RoR can be found at http://en.wikisource.org/wiki/Intern...lisions_at_Sea though it's a wiki, so caution applies.
38 Rules and four Annexes, but you only need to learn rules 1-19 verbatim.
The standard texts are:
Buy A Seaman's Guide to the Rule of the Road 7 by Ford, J.W.W. (ISBN: 9780948254581) from Amazon's Book Store. Everyday low prices and free delivery on eligible orders.
or
Pocket Book of the International Regulations for Preventing Collisions at Sea: A Seaman's Guide : Amazon.co.uk: Books
for just the Rules on their own and it really does fit into a pocket.
or if you are feeling really flush there is http://www.amazon.co.uk/Guide-Collis...9924605&sr=1-1 but I'd save that for later, it goes into a lot more depth than is necessary.
Supplement the books with Flip cards (or make your own):
And for buoyage there is the official Hydrographic Office publication:
Buy NP735 IALA Maritime Buoyage System 6 by (ISBN: 9780707740393) from Amazon's Book Store. Everyday low prices and free delivery on eligible orders.
But most of the time Flip cards will do:
All mariners need a comprehensive knowledge of the buoyage rules and should be able instantly to identify a mark at first sight. These Flip Cards show 32 different buoys and navigational marks in colour, with the meaning and position, together with the light characteristics on the back of the card. Both the Cardinal and IALA marks are featured, as well as the more recent preferred channel buoys. This set shows the 'A' Region buoys which are found in most areas of the world. 33 cards in the pack including the instruction card.

Flip cards a definitely the way forward, they helped me a lot when I was a cadet.
As far as colregs go, by all means make a start but remember some won't make much sense until you've been to sea. Also, 90% of the point of learning the colregs is learning what they mean. Only 10% of that should be knowing the exact wording
To boldly go.....

36 cards showing the Morse symbol, both letters and numerals, with the back of the card giving the meaning. Also in the set is a useful instruction card. For those mariners needing a knowledge of Morse these Flip Cards have proved to be a quick and simple method of learning and checking. 37 cards in total including the instruction card.
I wouldn't bother getting both sets of buoyage, the differences between IALA A and B are quite minor (colours of lateral marks).
Those are the cards that I thought most helpful and used myself. I don't think everything they produce cards for is best learnt with cards. The one other set that might be worthwhile is http://www.flipcards.co.uk/product/rule-of-the-road
And don't forget to hold onto your cards after you qualify - they make a handy teaching aid when it's your turn to train cadets, and for yourself when it comes to do your higher tickets. You will use them all again for Chief Mate's!
